The Elgan Underground is a quasi-criminal organization created by the Elgan and sanctioned by the Elgan Collective in attempts to run the Nabia out of business. Despising the Nabia's intergalactic drug cartel, but unwilling to incite open war between the races, the Elgan played to their strengths as traders and entrepeneurs and founded their own black market organization to stop the spread of the Nabia's harmful drugs.
