The Council of the Hordes is the ruling body of the Ry'nari race. It consists of the collective leaders of all its hordes. However on occasion, a powerful leader has been able to consolidate control of all the hordes under singular control as Mogul. Harec Gankeot was the first to do so, his leadership allowing the Ry'nari to defeat the W'hoorn for the first time, and currently Shima Sual rules as Mogul.
