Whisper Dust is a combination of a hallucinogenic drug and an addictive stimulant that amps up your aggression levels. Within minutes you're hallucinating, and half an hour later the stimulant kicks in. Whisper Dust addicts, called Dustheads, are often a danger both to themselves and others, as the combination of hallucinations and aggressive energy can turn the user into a crazy psychopath for the duration.
